CBO allocation is itself a signal. If Meta's algorithm consistently allocates less budget to an ad within a CBO campaign, it is telling you that ad has lower predicted conversion probability. Trust the algorithm's budget allocation as a signal, but confirm with actual conversion data.

Watch for the "zombie ad" problem: some ads get just enough conversions to avoid being killed but never enough to justify scaling. If an ad has been in "keep testing" status for more than 14 days without moving to "scale it," kill it. The opportunity cost of that budget is higher than the marginal data you are collecting.
